Kerala minimum wages for shops and commercial establishments
Retail and wholesale shops, showrooms, offices and other commercial establishments — the widest sector in Kerala and the one most private employers actually fall in.
The newest Shops and Commercial Establishments document is a PRELIMINARY (draft) notification, not in force. The operative rates remain those of the 2016 final notification. Draft rates must not be published or paid as current.

Describe the work
The work actually performed matters more than the job title. Where you have both, give both.
What this sector’s notification fixes
- · A basic wage by grade, with Special Grade and Grades A to E commonly used.
- · An area classification, so the same grade can carry a different rate in a different part of the State.
- · The category each job title falls in — manager, accountant, salesman, peon and watchman are usually separate categories, not one rate.

What decides the grade inside this sector
- · The nature of the work and the level of responsibility recorded by the employer, which is why the appointment letter matters more than the designation used on the shop floor.
- · Whether the person supervises others — that is normally what separates Special Grade and Grade A from the rest.
- · Length of service only where the notification itself provides a progression.

- · The job title as it appears in your appointment letter or offer, not the title people use day to day.
- · What the establishment actually does — its principal activity, not the activity of the unit the person works in.
- · The work the person actually performs, in one sentence, in plain words.
- · The number of staff in each category, because the notification sets one rate per category and the payroll has to apply it per person.
Commonly confused with
Kerala notifies these sectors separately, and classification disputes are almost never about the rate — they are about which sector a worker falls in. These are the distinctions that decide it.
Shops and Commercial Establishments vs Hotels and Restaurants (including Star Hotels)
A restaurant inside a hotel, or a canteen inside a factory, is the hard case. The test is the establishment's principal activity and the sector its own registration is under, not the work the individual does. An establishment registered under the Shops and Commercial Establishments Act is normally in this notification even where it cooks and serves food; a standalone hotel or restaurant is in the hotels notification.
Shops and Commercial Establishments vs Medical Shops and Pharmacies
A pharmacy is notified separately from shops generally, and the distinction is the nature of the business rather than the size of the outlet. An outlet whose principal business is dispensing medicines falls in the medical shops notification; a general shop that happens to stock a few medicines does not.
Shops and Commercial Establishments vs Information Technology and IT-enabled Services
Software and IT-enabled establishments are notified as their own sector. An IT company occupying an office is not thereby a 'shop', even though it registers under the Shops Act for other purposes. Registration and wage notification are different questions.
