What is the Kerala Labour Welfare Fund?
The LWF is financed through monthly contributions from employers and employees, remitted to the Kerala Labour Welfare Fund Board. The Board uses these funds to finance welfare activities for workers registered under the fund. Any worker employed in an establishment covered under the Act — shops, commercial establishments, factories, hotels, restaurants, plantations, motor transport undertakings — is eligible to access these benefits. The employee contribution is ₹50 per month, matched by ₹50 from the employer, totalling ₹1,200 per employee per year. For this modest contribution, workers can access benefits worth many times more.

1. Educational Scholarships for Workers' Children
Amount: Up to ₹50,000 per year for professional courses (engineering, medicine, management, law). Up to ₹20,000 per year for general degree courses (BA, BSc, BCom, MA, MSc). Up to ₹10,000 per year for school-level education (Class 8 to 12).
Eligibility: The worker must be registered under the Kerala LWF and have contributed for at least 2 years. The child must have secured at least 60% marks in the previous qualifying examination (relaxed to 50% for SC/ST candidates). Family income should not exceed ₹2,00,000 per annum (from all sources).
How to Apply: Obtain the application form from the Kerala LWF Board's district office or website (lwb.kerala.gov.in). Submit along with the worker's LWF registration number, employer certificate confirming contributions, child's mark sheets, fee receipt from the educational institution, income certificate, and bank account details of the worker. The application is processed by the District Labour Officer and sanctioned by the LWF Board.
2. Medical Assistance and Health Camps
Amount: Up to ₹1,00,000 for major medical treatments (cardiac surgery, cancer treatment, kidney transplant, organ transplant, joint replacement). Up to ₹25,000 for minor surgeries and hospitalisation (cataract, hernia, appendectomy, etc.).
Eligibility: The worker or their dependent family members (spouse, children, dependent parents). The treatment must be at a recognised hospital in Kerala. Family income should not exceed ₹2,50,000 per annum.
How to Apply: Submit the application with medical certificates, hospital bills, doctor's prescription, discharge summary, and employer certificate confirming LWF contributions. Payments are made directly to the hospital or reimbursed to the worker upon submission of bills.
3. Housing Loans at Concessional Rates
Amount: Up to ₹5,00,000 for construction or purchase of a house. Up to ₹2,00,000 for renovation or extension of an existing house.
Interest Rate: 5-7% per annum (significantly lower than bank home loan rates of 8.5-10%).
Repayment Period: Up to 15 years for construction/purchase. Up to 7 years for renovation.
Eligibility: The worker must have contributed to LWF for at least 5 continuous years. The worker should not own a house in their name or in the name of their spouse in the same locality. Family income should not exceed ₹3,00,000 per annum.
4. Marriage Assistance for Daughters
Amount: One-time assistance of up to ₹25,000 for the marriage of the worker's daughter.
Eligibility: The worker must have contributed to LWF for at least 3 years. The daughter must be the worker's own child (adopted children are eligible with legal adoption papers). Family income should not exceed ₹2,00,000 per annum.
5. Funeral Assistance
Amount: Up to ₹15,000 for funeral expenses of the worker or their dependent family member.
Eligibility: The nominee or legal heir of the deceased worker applies with the death certificate, LWF registration details, and employer certificate. The amount is paid within 15 days of application.
6. Financial Assistance During Natural Calamities
Amount: Up to ₹25,000 for workers affected by natural calamities (floods, landslides, earthquakes, cyclones, fire accidents).
Eligibility: The worker's residence or property must have been damaged. A certificate from the local body (Panchayat/Municipality/Corporation) confirming the damage is required.
7. Recreational and Cultural Amenities
The LWF Board maintains: community halls in industrial areas available for workers' functions at nominal rent, libraries with reading rooms in district headquarters, sports facilities and gymnasiums at select locations, and cooperative stores providing essential commodities at subsidised rates.
How Workers Can Check Their LWF Eligibility
Workers can check their LWF contribution status and benefit eligibility through their employer's HR department or by visiting the Kerala LWF Board's district office. The employer maintains an LWF register showing employee-wise contributions deducted and remitted.
